Every project is different, and there are a wide variety of programs and strategies for making affordable housing available. But to understand the problem and to develop strategies for addressing the problem, it would be a good idea to have a basic understanding of what housing costs, what are the basic program and financing options, and what rent levels (or sale price levels) are possible. We might call this "A Data Foundation for Affordable Housing Strategies in Palm Beach County".
If we are to have such a "Data Foundation", we need to obtain local data on costs and housing types and we need to determine what financing and/or subsidy options might be possible in PBC. An example of how one might explore options appears in Joe Guggenheim's book "Tax Credits for Low Income Housing, 11th Edition". Costs are higher in PBC than those assumed in Joe's example and the Florida Housing Finance Corporation has other financing options, but this is illustrative and we could start with this to develop our "Data Foundation". Here's a summary of the housing assumptions and rent levels possible as shown in the examples in Joe's book.
